Tutorial Time on Speedy TV. #27~Birthday Hats

For my hat I chose this fun designer paper that I have had in my stash for a few years now.  I just happened to find it when I went looking for something else.  Funny how that happens!

I though it was a perfect fit for a party hat.  I punched the border of the hat with a MS star border punch, used the SU star punch for the star on top added a circle  so it didn't look so plain. I punched out and stamped the #1 on the winner tag by Jenni Browlin  The Happy Birthday was stamped with a stamp that will be released in a new set this next week on our 4 day blog hop.
